    The Monongalia County Sheriff's Department has arrested a man and charged him with two counts of incest, one count of sexual abuse by a custodian, and one count of sexual assault by a custodian.Matthew Clinten Johnson, 30, of Morgantown, was arraigned on the charges and is being held in North Central Regional Jail in lieu of $150,000 bail, according to a news release from the sheriff's department.

    Fairmont Police have arrested a Benoni Avenue woman and charged her with child neglect.After receiving information that Kathleen Lorraine Moule, 28, was possibly a missing person, Fairmont Police Pfc. Jack Frost went to her Fairmont home and heard a baby crying inside. Pfc. Frost announced his presence several times before entering the home to locate the baby, according to a court filing. The baby was located in a closed room upstairs, unclothed, and without a diaper, food, or water.
