Preston County Physician's Assistant Sentenced on Federal Drug Charge

Timothy Bolyard was sentenced to a year in prison for selling hyrocodone.

CLARKSBURG -- Federal Judge Irene Keeley has sentenced a Preston County man for selling prescription drugs.

Timothy Bolyard will spend a year in prison, followed by two years of probation, for distributing hydrocodone.

Bolyard pleaded guilty to conspiracy to distribute the drug on Dec. 8.

Bolyard committed the crime while working as a physician's assistant at the Preston Family Health Center.

everybody has not seen the true tim but wait and u will.He is not the man that everbody thinks he is.He is a drug dealer and a lyer and when he gets into trouble he puts the blame on other people and cant take the balme hisself.

This must be one of the longest running topics on this site.

At 7:30 last Thursday evening, "Missing a tan" must have already been well into the liquor. Saying cash was given would have been more credible than a Caribbean trip, and such cash would most likely not have been used for a vacation or spent lavishly.

The animosity held by some in the family medical practice community is shockingly immature. As the angry and hateful revel in his misfortune, it's easy to see Tim was/is among the good and decent .

Wow, I heard from one of the medical assistants that one MA got a trip to the Carribean for standing by Dr. Parsons. For that I would say just about anything he wanted as well.

The arrogance of some people. Dr. your day will come.

Tim is great..He worked very hard for the people of Preston County. You will fing a sweeter person. He is perhaps somewhat nieve at times, and this resulted in much of his current situation.

Well, I dont like Dr. Mike he is nothing but someone that has for many years here in Preston County gotten by with a lot. He was let go from many places, and "TIM" will be back, he has NEVER stated him selt to be a DOCTOR...HE has always stated that he was a PA. So for those of you that think you know what you are talking about, put it on the back burner, for Dr. MIKE,

Tim will be back, and he will have a lot of people happy to see him, it was one of the best PA's that the county has had in a long time, he actually cared about people, while working at the Clinic, at Preston Family he was told many times, not to spend that much time with people. More then 10 mins was to much in Dr. Mikes book, and to think that people still go to him.

To Dr. Mike: I reviewed the public record. He had a estimated loss to Medicaid of less than $3000. He was not convicted of Health Care Fraud. US Attorneys believe that the testimony of you and several others are questionable. You actually admitted in testimony that Tim owned 1/3 of the business, and was going to sue you for it.

Keep you stories straight. You make yourself look like a total idiot.

I wish I was one of your employees, I could have gotten a free trip to the Carribean to stand by you. Again..public information. And your Mother admitted this was the reward for the "truth".

Tim made mitakes, but you definately should not feel like you are an angel. The people in Kingwood know better !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hey Dr. Mike-- I know that Tim surrendered his license before the board of medicine revoked it. He also had nothing more than you do with the drug problems in Preston County. You are still in the top two narcotics writers in Preston County. You profit very well from the scripts. Maybe you should pay back Medicaid, Medicare and BC/BS. You showed up here like a thief in the night. I first met you at the Eagles, and was not impressed then or now.

It would be best for our community for you to return to Montana. You will not be missed by many.

By the way, what ever happened to the former Queen Ceres that you caused to loose her job? Does Barbie know? Are you still the great white hunter you profess to be?

My family all left PFHC after Tim left. We never had confidence in the other provider. I know his entire family, and will do all I can to help them until Tim returns. His son stated that he was in a medical facility because of health concerns. He may have also had a reduction of his sentence...hopefully..I have been around Tim for over twenty years...I like him a great deal. He definately deserves a 2nd chance. By the way, there are still plenty of drugs at Preston High. What ever happened to the other PA that worked there? I hope he has gotten his life back.

I worked for BB&T when the business started, and I know that Tim co-signed all of the loan papers. I have not talked to Tim or his family for the last week. I am not sure where he is, but I would love to know. I suppport him 100%. You are forgiven in my eyes, and you are paying the price. If Dr. Parsons thinks that Medicaid was ripped off, he surely benefitted from the incident. Maybe he could write a check to Medicaid---if he still has a practice. My brother states that he never sees anyone there. I go to the same church as Dr. Mike and his family, and know that we should forgive others.

Public Information which is readily available I reported Tim for his fraudulent precriptions Tim admitted to this crimes and court records show he traded over 31,000 narcotics to Kathy Fullmer for cocaine (she was sentenced to 3 years) Tims license to practice in this state was revoked by the board of medicine prior to the criminal case being completed. There was proof presented in court which showed that some of these narcotics ended up in the school system. Tims is not nor has ever been a partial owner of preston family health center I hope that clears up some of this.

I am a physician in Morgantown. I have known Tim for many years. He simply got in a very bad situation, and made wrong decisions. It is my understanding of the law, that the physician is directly responsible for all the activity of a PA. The physician should be drastically penalized as well. Look at Dr. Hess in Bridgeport. I was on the medical board at one time, and we believe as a group that everyone deserves a second chance, and have establishes support programs on a state level to assist them. He most likely will practice again in WV. Ted is obviously not joe concerned citizen, and appears to have alterior motives. God bless. I believe the Bible advocates forgiveness as well. Where is Tim now? I heard that he is in a medical facility somewhere...I wish his family and him well.

Ted AKA Mike... I understand that you were removed from the medical staff of Preston Memorial, Olympic Center and Mountaineer Challenge Academy. but managed to fly under the radar of the medical board. Count yourself very lucky. You got what you wanted again. Eventually, every dog has his day.

As a registered nurse in Preston County, I know a great deal about all of the doctors and medical providers. I know DOC as well, and he is twice the physician that you are. I worked for two of the above places, and I know why you were removed from the staff.

Believe me, Tim will be back as a PA, and I will be glad when he is.

Ted--you must be very confused. There are numerous physicians and other health care providers that are accused of very similar things. They go to rehab or prison, and all return to work in West Virginia. I know of numerous doctors who have used even anesthetic drugs for surgical patients, and are working today in WV at WVU and other institutions.. Everyone deserves a second chance. In reading the newsletter from the Board of Medicine, I have seen several doctors, who got a simple slap on the hand (public reprimand). I assure you that Tim will be able to practice again. I will see him when he returns. Children in Preston County are exposed to many . I don't believe that Tim has any intention of returning to PFHC. but I do understand that he owns a percentage of the business according to people that worked there.

My fellow West Virginians, Bev and P: While Tim and his family are very decent, caring people, I can’t believe that many of you continue to sing him praise and there is not a thunderous outcry from the citizens of Preston County. While compassionate, all of you fail to acknowledge the seriousness of his offense! He is charged with participating in a drug running scheme that stole tens of thousands of dollars from Medicaid (paid for by OUR tax dollars, in a meager attempt to provide basic healthcare for America’s poor), falsified medical records and created phantom patients medical records, committed healthcare fraud, and conspired to run a narcotics mill at PFHC. I have news for you “P”, Tim aint never coming back to work at PFHC unless he is pushing a broom. He will NEVER be licensed as a PA again, EVER, in any state.

Doc, you must be sniffing glue if you would “gladly supervise” a convicted felon and criminal. How can this PA ever be trusted again? If you were his supervising MD and failed to report knowledge of this (prior) activity to the authorities you are culpable of contributory negligence also. Preston County deserves much better. Failure to acknowledge this for anything else than a felony is just plain ignorant. The biggest tragedy is how many of our youth were exposed to illicit drugs, at taxpayers expense, under inadequate MD supervision, thanks to this knucklehead.

Bev........ I haven't seen any mention of Tim claiming to be a doctor. The doctors that he worked with liked him a great deal. He was very very busy. I still trust him. He will return to practice again...and his practice will be very busy again.

This is to P. I do not know who you are, but I only stated what I had seen. I don't know how Tim was supposed to help me and my family. You must have someone else in mind. I am not stabbing him in the back, but if he has a problem he needs to face up to it and get help. All of you who call him a doctor, he is not a doctor, he is a physicians assistant who goes to school for a lot less time than a doctor. I have worked with many physician assistants and they are very much needed and I agree they do a lot of work as do nurses. The doctors wouldn't know what to do without them.

I worked with Tim and Bev. At no time was Tim less that professional. Actually, Bev you were a nut-case. Tim tried his best to help you and your family. Do not stab someone when they are down--it shows little class. Tim will always be in the hearts of the people who know him.

I supervised Tim for almost two years after he worked for PFHC. Please realize that he graduated with honors and has re-certified three times in the top 5% in the nation. He actually scored 100% in family medicine, pediatrics and psychiatry. He is very intelligent and does not deserve all of this scrutiny. I would gladly supervise him in the future. I am aware of multiple issues at PFHC. Tim -- we love and care for you. Best wishes.

Read the news release-- I see no mention of drug addiction. He is a wonderful person. Mike has started a terrible rumor, and should not start something he will not want to finish. I know him well, and he has MUCH more serious issues than Tim ever had. Tim is a better man for admitting his wrongs, and has already been forgiven by his community. We discussed this at church, and he is still loved and always will be.

I worked with Tim and he is a good person, but if you are going to do a crime, then you will eventually have to do the time. Working with him there were signs that he had a drug problem. I am sorry that he has put his family through this and I hope that he gets some help that he needs.

I cannot believe that people can judge without knowing the person. Tim is one of those people that cares for everyone. He has been an awesome provider for Preston County residents. We all make mistakes, Mike and others should definately not cast stones. We still and always will love Tim.

Obviously... the people that have made the comments do not know Tim at all. You will never find anyone more genuine and caring than Tim. He is one of those people that would give the shirt off of his back to help someone. I have known him my entire life. He may have made a mistake, but.... He deserves a second chance. He is a great father and medical provider. We would be very fortunate to have more of him around. GOD BLESS TIM AND FAMILY.

To Sandy - who do you know, especially in Preston County, who has gotten life in prison, especially on a drug charge? They gave him a slap on the wrist, as they do everyone else on their first, second, even tenth offenses. I agree that a year in prison is a little slack, but that's what they give everyone. It's not at all about who you know.

Tim was my doctor and my childrens dr A long time ago when in Rowlesburg he treated us with dignity and respect i wish him well and hope he gets through this time he is and was a good person who made bad choices but can overcome them with help merry christmas tim and family

Wow, life in jail, until "the day he dies". Please, no one was killed as a direct result of Tim's actions.

Tim did this because he himself has a drug addiction problem. That doesn't make what he did excusable but he is also a victim in that sense. What starts out as recreational with friends spirals down into what Tim is going through now. He has lost everything. He will never work in the medical field again.

31,000 pills traded is a lot, and a year in PRISON is a lot when it is you doing the time. And, when he gets out, he will still have his cocaine temptation to deal with.

I hope he receives help and compassion this holiday season.

i think it is crazy that he only got a year when anyone else would have gotten the rest of there life i guess it is all who you know and how much money you have i think that he needs to be in there tell the day he dies think how many people died and how many lives were messed up because of him .

Tim casts a dim light on the many outstanding PA's that have dedicated their entire professional lives serving our patients and their families. This disgraceful act tarnishes our profession and school's reputation. Hopefully his year in prison will provide him the time to reflect on his life and complete void in moral character.

Yes, a person should pay for their crime. Especially when they are in a position of trust and mis-use that position. As for spending the rest of his life in prison, I would have to disagree. Although drug use, abuse and sale is without a doubt a serious problem in our state, the background of the individual should be taken into consideration also. If this is a repeat offender, then yes, he should be punished more severely. If this is the first offense, should this person really pay the rest of their life in jail for what they did? Thank goodness people are given a chance before they are placed behind bars permanently. Our prisons are too over-crowded as they are.

I feel that a person who is suppose to be helping people destroys them instead, should in my book be locked up and the key thrown away. This is just not right. He should spend the rest of his life in prison. Maybe he'll have time to think of all of the people he helped get high or maybe died from the using of those meds.
