The West Virginia State Police have arrested a Morgantown man and charged him with four counts of first degree sexual abuse by a guardian.

Jason Fowler, 34, touched his girlfriend's 5-year-old daughter inappropriately on four separate occasions, according to a criminal complaint document.

The girl described the encounters to a representative from the Monongalia County Child Advocacy Center.

The victim's 8-year-old brother said Fowler touched him inappropriately in the shower while his mother was outside smoking a cigarette.

Fowler is being held in the North Central Regional Jail on $300,000 bail.
