Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
The Division of Culture and History plans to make a sesquicentennial quilt to go on display in Charleston.
The DCH said quilting is such an integral part of life and heritage in West Virginia that it wants to showcase one in the sesquicentennial exhibit.
The quilt will include 55 each representing one of West Virginia's counties.
Quilters interested in making a square should contact the DCH.
