The Doddridge County Commission, acting as the Floodplain Appeals Board, has denied EQT a floodplain permit on landowner Joye Huff's property.
The Board voted unanimously Friday afternoon.
EQT needs that permit in order to drill at that location.
Huff and EQT supplied the Board with floodplain studies for review.
"The amount of fill they would be placing in the meadow would be a virtual dam," Huff said. "So the river then, when it feels up and overflows, it can't come out into the meadow like it's supposed to. It's just going to hit that dam and back up."
Huff said EQT will continue its claim against the county for irreparable harm.
All three parties will appear in court on Thursday morning at 9 a.m. in front of Doddridge County Circuit Court Judge Sweeney.
Huff said she's unsure if Judge Sweeney can or will reverse the floodplain board's decision.
