Clarksburg Police Arrest Woman on Child Neglect Charge - WBOY.com: Clarksburg, Morgantown: News, Sports, Weather

The Clarksburg Police Department arrested a woman and charged her with child neglect Monday.

Police responded to a complaint about a 10-month-old child that was alone in an Oakmound Drive apartment. 

Francesca Strakal, 20, appeared approximately 20 minutes after police arrived and admitted that she was under the influence of Subutex, according to the criminal complaint document.

Police saw syringe marks on Strakal's arms and the DHHR took the child into custody due to its living conditions, which included having a bottle with curdled milk inside of it, according to the criminal complaint.

Strakal is being held in North Central Regional Jail.
