The Harrison County Commission is three years into its five year plan.
The plan includes a new 911 emergency services building.
Thursday morning the commission approved spending $19,000 to research the land for the new building.
The main concern is that a lot of properties in Harrison County have been undermined by the coal industry.
"To move forward, if it's not acceptable to put to structure, then it gives the commission the opportunity to either stop the project and look for something different, or whatever," said Ron Watson, of the Harrison County Commission.
Other property owners approached the commission about alternative sites.
Commissioner Ron Watson said the worst case scenario would be to leave 911 where it is.
