Rupp said the state has experienced a political earthquake in the past few years, what with the death of Senator Byrd and Senator Jay Rockefeller's announcement Friday that he won't seek reelection.
He said that, despite the big changes, there's less to be worried about than you might think.
"It's a new day, and we're going to have competition, and I see this more as a passing of the torch to a new generation of West Virginia than a cause for total concern that somehow we might lose out," Rupp said.
Rockefeller will serve out his current term and will represent West Virginia in the U.S. Senate for another two years.
