The Fairmont Police Department has arrested a woman and charged her with child neglect creating risk of injury.

Child Protective Services contacted Fairmont Police to notify them that CPS would be removing six children from Samantha Ann Balch's Morningstar Lane home.

Police said the inside of the residence smelled of urine and feces and witnessed children eating apples on the floor where cat feces was present.

Balch, 25, of Fairmont, is being held in North Central Regional Jail with bail set at $36,000.
