Update:

West Virginia State Police said Timothy Adam White, 23, stole a car and abducted a 2-year-old girl from her home in Reedsville just before noon on Friday.

Starr Parks, 2, was inside the car that White drove to Richeyville, Pennsylvania. White then took Parks and left the car, according to a press release from state police.

A motorist saw the pair walking and picked them up. White then fled again, this time leaving the little girl behind.

Police said he then stole a van and was captured by Pennsylvania State Police.

White was living with the girl and her family, but a motive is still unclear, according to state police.

Parks was not harmed, according to police.

White is in police custody.  He's charged with kidnapping and grand larceny.  Additional charges are pending.

Update:

The Pennsylvania State Police have the 2-year-old girl involved in the reported abduction earlier Friday in Reedsville safely in custody, according to the Preston County Sheriff's Department.

The suspect, Timothy Adam White, is in the custody of the Pennsylvania State Police, according to Capt. James Merrill with the W.Va. State Police. Authorities are working to obtain a warrant for kidnapping to charge White.

Law enforcement was able to track the Toyota Corolla through a cell phone that had been left in the vehicle. White traveled into Pennsylvania with the girl and after reaching Richeyville, Pa., White and the girl left the Corolla. A motorist saw the pair walking and picked them up. White fled from the vehicle, leaving the girl behind, according to Capt. Merrill. White then stole a cable van and took off, before initiating a pursuit with Pa. State Police and being apprehended.

White had been living with the girl and her family, according to police. The details and the motive of the abduction are still unclear and the investigation is ongoing.

The sheriff's department said it would like to thank the many law enforcement and dispatch agencies that were involved in the search for the 2-year-old girl.

The W.Va. State Police will take over any investigations from this point, and any calls for additional information should be directed to the State Police, according to the sheriff's department.

Update:

Authorities said the suspect is in Pennsylvania but it is not clear where or what type of vehicle he is currently driving.  He is believed to have dropped the girl off in Pa. but authorities in Pa. are working to confirm this with law enforcement in W.Va.
