The Marion County Sheriff's Department arrested a Fairmont man on a child abuse charge Monday.
Randall Scott Loy, 27, was arrested and charged with child abuse with injury.
A woman told the sheriff's department that she observed marks around the child's neck, and when she asked what happened, the child said Loy had choked him for getting in trouble at school, according to the criminal complaint.
A sheriff's department deputy then met with the child, who told the deputy that Loy choked him for getting a demerit in school and said that Loy also said he hated the child, according to the criminal complaint.
