The West Virginia Senate has passed a bill that would require school administrators serve as substitute teachers for at least three days each year.

The bill passed March 27 gives exemptions to county superintendents and administrators who have never held teaching or administrative certificates.

Existing state law states that West Virginia faces a critical shortage of substitute teachers, especially in rural counties.

The bill's sponsor, Sen. Larry Edgell, D-Wetzel, said the bill would help address the shortage and would save counties money on hiring extra substitute teachers.

Edgell also said it would be good for administrators to see the effects of their policies play out in the classrooms.

Both groups that represent teachers in the state support the measure.

The bill passed 33-4 and will now be considered by the House. The no votes came from Sen. Clark Barnes, R-Randolph, Sen. Mitch Carmichael, R-Jackson, Sen. Corey Palumbo, and Sen. Chris Walters, R-Putnam.
