MHS Employee, County Commissioner Suing Monongalia County Board of Education

A Monongalia County Commissioner and Board of Education employee has filed a lawsuit against the Monongalia County Board of Education and several board members citing issues that arose while trying to fulfill his duties as a county commissioner.

Thomas Bloom announced his pre-candidacy for county commission on December 2, 2011 for the primary election on May 8, 2012. Bloom won the Democratic candidacy on May 8.

Bloom is suing Frank Devono in both a professional and personal capacity due to his alleged friendship with Joseph Statler, a Republican candidate for the same county commission seat that Bloom sought, according to court filings.

Devono and Principal Bouis informed Bloom in December 2011 that he wouldn't be allowed to leave campus during his lunch. Between January 2012 and May 2012, Devono and Principal Bouis reprimanded Bloom nine times for alleged violation of school board policies and rules, according to the suit. Bloom filed a grievance denying the infractions.

Bloom believes that Devono's actions were meant to thwart and interfere with Bloom's commission candidacy and were violations of the First Amendment. Bloom has also filed an injunction in Monongalia County Circuit Court that would prevent the defendants named in the suit from interfering with Bloom's right to attend county commission meetings or tend to other commission business.
