Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
The Division of Highways said more repairs are on the way this summer for Chestnut Street in Clarksburg.
It said the next step is acquiring rights-of-way for sanitary, storm and water lines.
Three other projects will start in September, including three retaining walls, a detention pond and drainage improvements.
Those should be finished by March 2014. Work will then start on a new sidewalk.
