    Clarksburg City Council approved a second reading of the ordinance to acquire the Rose Garden Theater, Thursday night.

Gov. Earl Ray Tomblin appointed Timothy R. Kinsey to represent the citizens of the 19th District in the West Virginia House of Delegates June 18.

The appointment came after House Speaker Rick Thompson resigned to serve as Cabinet Secretary of the West Virginia Department of Veterans Assistance.

"A life-long resident of Wayne County, Tim has dedicated himself to supporting the community," Tomblin said in a news release. "As a former banker and current member of the Wayne County Development Authority, he's been instrumental in economic development throughout the area, and I know he will continue to do so now as a delegate."

Kinsey is a 1970 graduate of Marshall University and an honors graduate from the School for Bank Administration at the University of Wisconsin, according to Tomblin's news release. Kinsey worked in the banking industry for 41 years, and before he retired, he served as president of Lavalette State Bank and as Regional Vice President at United Bank for 17 years.

Kinsey lives in Lavalette with is wife, Christie, and the couple has two children, T.R. and Andy.
