Salem Man Arrested After Sexual Assault Incident at Sex Offender Treatment Center

West Virginia State Police have arrested a Salem man in connection to a sexual assault incident at the Dr. Harriet B. Jones Treatment Center.

State Police charged Patrick Ryan Randolph, 20, with third degree sexual assault after he performed oral sex on a 15-year-old male resident, according to a criminal complaint.

The Dr. Harriet B. Jones Treatment Center treats juvenile sex offenders and is located on the  grounds of the Salem Industrial Home for Youth.

Mercer County Circuit Court Judge Omar Aboulhosn ruled on July 10 that the treatment center for juvenile sex offenders must be moved out of its current facility before Sept. 30.

The judge said he was "stunned" to learn that juveniles with mental issues were being housed with adult sex offenders. The adult sex offenders were juveniles when they committed their offenses.

Randolph is being held in North Central Regional Jail on $25,000 bail.
