CHARLES TOWN, WV -

American Public University System has appointed Richard Pera as dean of the School of Security and Global Studies. Pera will be responsible for ongoing management and development of the school's intelligence, international relations and national security industry programs.

Pera, who brings more than 30 years of Navy and intelligence community experience, most recently served as director of the Defense Intelligence Resource Management Office of the Defense Intelligence Agency in Washington, DC. In that role, he directed program and budget development for $7 billion worth of intelligence capabilities and 25,000 military, civilian, and contractor positions in DIA, five military services, and 11 combatant commands worldwide.  He interfaced regularly with the nation's most senior intelligence leaders and Congress.

"Our intelligence and homeland security programs are already well-known and respected by adult learners and educators working in the highest levels of government and the private sector," said Karan Powell, APUS executive vice president and provost. Before joining DIA, Pera served in a variety of senior assignments, including director of intelligence, surveillance, and reconnaissance on the Navy Staff and director of global information acquisition at the Office of Naval Intelligence. He also served in key posts overseas, including intelligence chief at the U.S. Sixth Fleet in Italy, assistant naval attaché in the U.S. embassy in France, and air intelligence officer in a carrier-based squadron in Japan.  In addition, Pera led more than 500 Navy and Marine Corps intelligence professionals in support of Operation Iraqi Freedom and directed intelligence for joint counter-terrorism operations against Al Qaeda in Africa's Sahara region.

Pera received his MA in national security studies from the U.S. Naval War College, a master of international affairs from Columbia University's School of International and Public Affairs, and a BA in history from Ohio Wesleyan University. He also studied at the Naval Post Graduate School in Monterey, Calif., and Joint Forces Staff College in Norfolk, Va. Pera resides in Washington, DC.
