Gov. Earl Ray Tomblin made two appointments July 18 for vacancies in both the 22nd and 26th Judicial Circuits.

Romney attorney H. Charles Carl III was named for the 22nd Circuit, which serves Hampshire, Hardy and Pendleton counties. Carl will fill the vacancy that was created when Tomblin appointed former Judge Donald Cookman to serve as the democratic senator for the 15th Senatorial District.

Carl began his legal practice in 1987 when he joined his grandfather. The pair practiced law as Ansel and Carl, and the firm has grown to include both civil and criminal litigation. The firm is now known as Carl, Keaton, Frazer and Milleson, PLLC.

Carl is a graduate of the University of Pittsburgh at Johnstown and Capital University Law School. He has served as general counsel for the Bank of Romney and is former director of The Potomac Center, Inc and has been a youth basketball coach. Carl and his wife, Lisa Heishman Carl, have three children.

Tomblin appointed Harrison County Assistant Prosecutor Kurt W. Hall as circuit judge for the 26th Judicial Circuit, which serves Lewis and Upshur counties. His appointment fills the vacancy that was created by Thomas Keadle's retirement.

Hall received a bachelor of science in mining engineering technology from Fairmont State University and worked as a project engineer/certified mine foreman's assistant before he earned his law degree from West Virginia University School of Law.

Hall worked as a law clerk at a firm in Elkins, then served as a public defender and eventually as Randolph County Assistant Prosecuting Attorney. He serves on the Lewis County Democratic Executive Committee and the Lewis County Senior Center Board of Directions.

Hall and his wife, Liz, live in Jane Lew with their three children.

Both appointments are effective immediately.
