Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
Fairmont police have issued dozens of parking tickets over the past week for parking incorrectly on the side of the road.
The initiative came from Fairmont City Council and citizen complaints.
The Fairmont Police Department said residents whose cars were parked facing the wrong way received $90 tickets.
It said parking "left to curb" is both illegal and a safety issue.
The police said the law has been in effect since 1968 and is applied everywhere.
