In May, Rachel Shoaf, 16, was charged with the murder of Neese. Shoaf pleaded guilty to second degree murder during an appearance in Monongalia County Circuit Court May 1.

Officials said charges against a second juvenile are pending.

Neese was reported missing by her parents in July of 2012. Her body was found in January 2013 in Pennsylvania.

On July 11, 2013, Skylar's Law, a bill that requires law enforcement to contact State Police at the start of any missing person or abduction investigation, went into effect.
