The Marion County Sheriff's Department has arrested four people on child neglect charges.
Deputies charged Jeffery Kellar, 22 of Shinnston, Jason Kellar, 22 of Shinnston, Chanda Dawson, 20 of Fairview, and Christina Mackey, 29 of Worthington, each with six counts of child neglect causing a risk of injury.
Deputies saw Richard Orr, 34, standing on the side of Rt. 19 at night and he told deputies that he was trying to get home. Orr was very intoxicated, according to a criminal complaint. When deputies were attempting to drop Orr off at 8 Jade Court in Worthington, he told deputies that there were bugs crawling all over the residence. When the man went inside the residence, deputies saw cockroaches and other bugs on the floor. Deputies spoke to the homeowner, Mackey, who said she had four children living in the house and that Dawson also had four children living in the house, according to a criminal complaint.
Deputies obtained a search warrant for the residence and found that the home smelled of urine, had cockroaches everywhere in the residence including on the walls, cabinets, furniture, inside the washer, dryer, and refrigerator. The children were covered in bug bites, said deputies. There were several full bags of garbage both inside and outside the residence, according to a criminal complaint.
Deputies said the home was unlivable by all four adults and eight children inside of the residence. The eight children are in the custody of Child Protective Services. The Kellars, Dawson, and Mackey are being held in North Central Regional Jail with bail set at $150,000 each.
Orr was charged with public intoxication and trespassing with a weapon and is being held in North Central Regional Jail with bail set at $2,250.
