Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
The West Virginia State Police arrested Andrew Plachta, 19, Friday night on sexual assault charges.
Plachta is being charged with sexual assault in the second degree.
Police said Plachta was pulled over for a traffic stop when police realized he had a warrant out for his arrest for sexual assault in the second degree issued by the West Virginia State Police.
State Police said they are investigating Plachta after two 15 year old girls came forward and said he sexually assaulted them.
State Police said they believe there could be more victims.
