Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
Two men were flown by HealthNet to Ruby Memorial Hospital after an accident involving a NABORS Well Service truck.
Lewis County 911 said it happened around 3:45 p.m. Tuesday afternoon on Route 19, between Jane Lew and Weston.
Emergency crews had to cut the men from the truck, which was carrying Class A cement for well fracking, according to the Lewis County Sheriff's Department.
The sheriff's department is investigating.
Fire departments from Weston and Jane Lew also responded to the accident.
