Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
The Barbour County Circuit Court held multiple arraignments Wednesday.
A judge arraigned David Delauder and Ida Evans. Both pleaded not guilty to a charge of death of a child caused by a parent.
Authorities said Evans gave their 23-month old daughter methadone to help her sleep.
She never woke up, and they said Delauder didn't call 911 after he found out.
The court also arraigned Charles Marsh.
Marsh pleaded not guilty to second-degree murder in the death of Craig Durst.
The Barbour County Sheriff's Department said Marsh got into a fight with Durst last November and hit Durst in the head.
Durst later died from his injuries.
