Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
The Upshur County Historical Society celebrated the arrival of its latest book.
It held a gala and open house at its museum in Buckhannon on Sunday.
The new book focuses on letters from Civil War-era diaries of a local woman.
Society members said texts like these can help bring the history of the area to life for those who read it.
"It makes it very real to people, both the harshness and suffering, and the triumph, too," said Noel W. Tenney.
