Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
Authorities responded to a single vehicle in Morgantown Sunday morning.
It happened around 9 a.m. on Kingwood Pike.
The Monongalia County Sheriff's Department said the slick conditions caused a woman's car to slide off the right side of the road.
Deputies said she was coming to Morgantown from Preston County.
The car would have flipped over, but was stopped when she hit two trees, according to deputies.
The woman was taken to Ruby Memorial Hospital. There is no word yet on the extent of her injuries.
