The three floors left will be transformed into 21 apartments with seven on each floor.
Renters will be able to personally design each apartment.
"If we get a pre-signed lease with a tenant that's very enthusiastic about the build, we can customize up to paint color, floor coverings, counter tops, appliances, whatever you might be into to specify the way you want your living space to be," Duarte said.
Duarte said being able to customize where you live will not only keep people around longer, but make them happier in their new home.
"We want our customers at home and be as comfortable as possible here at the Gore," explained Duarte.
Duarte said he hopes to have 14 of the units built within a year.
City manager Martin Howe said the new apartments will bring business to downtown Clarksburg.
"Loft living has been a goal for the city of Clarksburg for many years and within that block we will have almost 50 apartment units which will really increase productivity downtown and foot traffic," Howe explained.
