Volunteers said the problem began when Monongalia County condensed the committees overseeing the park into one.
Preston County Commission went into executive session earlier today to discuss the animal shelter.
Two employees from the shelter resigned last week, and the director was called in to discuss the issue.
County Commissioner Craig Jennings said the two employees did not feel safe retrieving wild and vicious animals. Two temporary employees were added at the shelter.
This will give enough time for the commission to work with the shelter manager to refine job descriptions and hours.
The commission wants to take time finding the permanent employees because of new programs going on at the shelter.
