24 people indicted by Barbour County grand jury on variety of charges

A man who intentionally struck a 16-year-old boy with his vehicle, according to the West Virginia State Police, was indicted by a grand jury in Barbour County Tuesday.

Junior Collins, 36, hit the boy with his vehicle while he was standing in a ditch line along East Spall Lick Road in Philippi in October, according to police and witness testimonies. Collins sped from the scene, police said, and the boy was pronounced dead on scene.

Collins is indicted on one count of voluntary manslaughter, one count of negligent homicide and one count of leaving the scene of a crash resulting in death, according to the Barbour County Prosecuting Attorney’s Office.

Twenty-three people were also indicted during the February 2018 term of court in Barbour County.

The following people were indicted on the following charges:

– Andrew Wells, 39, of Bridgeport, on three counts of sexual abuse by a parent, guardian or custodian, one count of first-degree sexual assault, one count of use of obscene matter with the intent to seduce a minor and one count of first-degree sexual abuse

– Bradford Smith, 80, of Moatsville, on two counts of sexual abuse by a parent, guardian or custodian, one count of third-degree sexual assault and one count of first-degree sexual abuse

– Shane Grow, 36, of Grafton, on one count of child neglect creating risk of injury, one count of battery on a law enforcement officer, one count of assault, one count of fleeing in a vehicle, one count of destruction of property and one count of third-offense driving while license revoked

– Wesley Shifflett, 37, of Belington, on two counts of child neglect creating risk of injury

– Jacob Ebersole, 30, of Philippi, on five counts of child concealment and one count of conspiracy 

– Jessica Colburn, 29, of Philippi, on five counts of child concealment and one count of conspiracy 

– Christopher Queen, 40, of Philippi, on two counts of operating or attempting to operate a clandestine drug laboratory and one count of conspiracy

– Angela Coontz, 45, of Philippi, on two counts of operating or attempting to operate a clandestine drug laboratory, one count of possession of a controlled substance with intent to deliver, one count of possession of a controlled substance and one count of conspiracy

– Cody Phillips, 34, of Belington, on one count of operating or attempting to operate a clandestine drug laboratory and one count of possession of substances to be used as a precursor to manufacture methamphetamine or another controlled substance 

– Dearmon Green, Jr., 20, of Frankfort, Ky., on two counts of possession of a controlled substance with intent to deliver

– Joseph Shelton, III, 21, of Marlboro, Md., on one count of delivery of a controlled substance and one count of possession of a controlled substance with intent to deliver

– Anthony Shuttlesworth, 24, of Philippi, on one count of felony escape and one count of destruction of property

– Renee Jones, 38, of Philippi, on one count of felony escape

– Madison Baisi, 22, of Philippi, on one count of felony escape

– Kenneth Knight, Jr., 33, of Belington, on one count of felony escape

– Desire Wilkie, Jr., 25, of Philippi, on one count of third offense driving while license revoked for DUI

– April Thomas, 28, of Belington, on one count of burglary, one count of grand larceny and one count of providing false information to an officer

– Gary Clark, 41, of Belington, on one count of grand larceny and one count of transferring stolen goods

– Kristin Frey, 22, of Belington, on one count of transferring stolen goods and one count of receiving stolen goods

– Ronald Gilmore, 36, of Mill Creek, on two counts of battery, one count of burglary and one count of petit larceny

– Brian Kennedy, 39, of Grafton, on two counts of possession of a controlled substance, one count of prohibited person in possession of a firearm and one count of prohibited person in possession of a concealed firearm

– Charles George, Jr., 45, of Belington, on two counts of failure to register or provide notice of change of sex offender registry information

– Evan Sparks, 43, of Belington, on three counts of third or subsequent offense shoplifting
