Clarksburg man arrested on child neglect charges for Dec. 2018 incident

A Harrison County man was arrested on child neglect charges after he was accused of duct taping a young girl to a chair.

According to officers with the Clarksburg Police Department, an incident of child neglect occurred on Sunday, December 9, 2018 at an apartment on Locust View Drive in Clarksburg. Officers said that Justin Hurst, 35, of Clarksburg had custody of his six-year-old daughter for weekend visitation that weekend. The daughter later advised police that on December 9, Hurst duct taped her to a chair for disciplinary purposes, according to a criminal complaint.

On Friday, January 18, officers received video from a Harrison County Family Court hearing involving Hurst regarding this incident. According to police, in the video Hurst admitted to a judge to taping his six-year-old daughter to a chair for twenty-five minutes. Hurst also told the judge that he used one line of tape around her shins, thighs, chest and arms, police said.

Hurst has been charged with child neglect, according to a criminal complaint.
