A Tucker County man has been arrested after a minor female told state police they had a sexual encounter against her will.
David Phillips, 36 of Parsons was recently charged with second degree sexual assault for the incident that happened in April 2018, according to West Virginia State Police.
After exchanging messages with the female on Facebook, Phillips met her behind the shoe plant, climbed into the building through a window with her and sexually assaulted her, despite her pleas for him to stop, the victim told state police.
When a state trooper interviewed Phillips, he corroborated most of the female’s allegations, according to court documents.
Phillips is being held in the Tygart Valley Regional Jail with bail set at $35,000.
