UPDATE (12/4/17 at 12:45 p.m.):

Stephen Cogar, 22, was killed in an early morning fire Monday at the Division of Highways headquarters in Webster County, according to the Webster County Office of Emergency Services.

Webster County sheriff’s deputies were sent to the headquarters at approximately 2:41 a.m. after receiving two 911 hang-up calls from a cell phone registered to Cogar.

Cogar was found in the building, and crews began life-saving procedures, officials said. He was transported to Webster Memorial Hospital, where he later died. 

Webster Springs, Diana and Cowen Volunteer Fire Departments responded to the scene, along with Webster Memorial EMS, West Virginia State Police, and the Webster County Sheriff’s Department.

The state fire marshal will continue to investigate.

Governor Jim Justice and First Lady Cathy Justice issued a statement Monday afternoon regarding Cogar’s death.

“Cathy and I are heartbroken upon learning of the death of a West Virginia Division of Highways worker early this morning during a fire at the DOH headquarters in Webster County,” Governor Justice said. “It’s tragic to lose on our state employees, especially one so young. We ask all West Virginians to join us in praying for the family, friends and co-workers of this young man.”

UPDATE (12/4/17 at 11:15 a.m.):

A 22-year-old man was killed in a fire at the Division of Highways headquarters in Webster County Monday morning, according to Webster Springs fire chief and mayor Don McCourt.

The man was the “night watcher,” McCourt said, and was the only one in the building at the time of the fire.

The West Virginia State Fire Marshal is on scene, as of 11:15 a.m., and will investigate.


One person died in a fire in Webster County early Monday morning.

Emergency responders were called around 2:45 a.m. to a fire in the Cherry Falls area of Webster County. The fire occurred at the Webster County Division of Highways building.

The name of the victim has not yet been released. 

As of 7:30 a.m., emergency responders were still on scene.
